Conquering 200km of Metro by 2030: HCMC to Add Thu Dau Mot City - Tao Dan Line to Priority Projects

According to studies, the maximum passenger volume during peak hours on this line—after the Thu Dau Mot City - HCMC metro is extended to Tao Dan—is approximately 18,592 passengers/hour/direction. Currently, HCMC is also expanding and upgrading National Highway 13 through the old Binh Duong section and is preparing to start expanding the section from Vinh Binh Bridge to the foot of Binh Trieu Bridge.


In the document sent to the Ministry of Construction, the HCMC People's Committee stated that the city has basically identified a complete basis to implement urban railway (metro) projects in the 2026 - 2030 period, striving to fulfill the goal of putting approximately 200km into operation by 2030 as directed by the Politburo.

Adding Metro Line No. 2 (Thu Dau Mot City - Tao Dan) to the Priority Project List

According to the HCMC People's Committee, based on Resolution 06 of the HCMC Party Committee regarding leadership and guidance for implementing Resolution No. 188 of the National Assembly, the city has set a target to complete 6 urban railway projects spanning about 187km by 2030, with a total capital requirement of approximately USD 17 billion.

The lines to be completed during this period include: Metro Line No. 2 (the Ben Thanh - Tham Luong section and the Ben Thanh - Thu Thiem section), the Thu Thiêm - Long Thanh railway, Metro Line No. 1 (Binh Duong - Suoi Tien section), Metro Line No. 6 Phase 1 (Tan Son Nhat Airport - Phu Huu), and the Ben Thanh - Can Gio railway line.

Under Resolution 09 on the construction and development of HCMC in the new era, the Politburo assigned a target for the city to complete 200km of urban railway by 2030. To achieve this goal, the city plans to add the Metro Line No. 2 project (Thu Dau Mot City - HCMC) to the list of priority investment projects to be completed in the 2026 - 2030 phase.

The HCMC People's Committee stated that it had previously proposed that the central budget allocate VND 221,098 billion and the local budget allocate VND 123,996 billion (excluding VND 41,357 billion for the transitional Metro Line No. 2 Ben Thanh - Tham Luong section project).

In the event that the central budget cannot fully balance the required demand, the city proposes focusing priority allocations on key projects with about VND 160,877 billion.

Thus, based on the goals and tasks assigned in Resolution 06 of the HCMC Party Committee and Resolution 09 of the Politburo, along with proactively preparing the priority project list and capital plans, HCMC stated that it has basically established all the conditions necessary to deploy projects in the 2026 - 2030 period. The city will also strive to meet the target of putting about 200km of urban railway into operation by 2030, in accordance with the Politburo's directives.

Commencing Construction on 3 More Metro Lines in December 2026

Meanwhile, HCMC is also accelerating procedural progress for the next three projects so that construction can commence in December 2026. Among them, Metro Line No. 6 (Tan Son Nhat Airport - Phu Huu section) has a total length of about 23km with a total investment of around VND 86,529 billion. Metro Line No. 1 (Suoi Tien - Binh Duong section) is 32.8km long with a total investment of VND 55,000 billion.

Notably, in addition to soon being added to the priority list for completion in the 2026-2030 phase, Metro Line No. 2 (Thu Dau Mot City - HCMC) will connect to Tao Dan Station (intersecting with Metro Line No. 2 Ben Thanh - Tham Luong section), instead of ending at the Hiep Binh Phuoc depot in Hiep Binh Ward as originally planned.

As a result, the Thu Dau Mot City - Tao Dan Metro Line No. 2 will expand to 35km, featuring an elevated section of about 20km (12 stations) and an underground section of about 15km (12 stations). Given the actual implementation status, the HCMC People's Committee requests the Ministry of Construction to review and synthesize the investment plans for priority projects for the 2026 - 2030 period, along with the roadmap for the city's urban railway projects, to report to the Prime Minister as regulated.

The city also requests the Ministry of Construction to continue giving attention, support, and guidance during project execution, particularly regarding contents related to technical standards, regulations, and technology selection.

At the same time, the Ministry of Construction is requested to coordinate with the Ministry of Finance and relevant ministries and sectors to report to the Government and the Prime Minister to review and prioritize the allocation of central budget funds within the medium-term public investment plan for the 2026 - 2030 period for key urban railway projects.
